State of Arizona VRS MSP Program
About the Program
The Department of Economic Security (DES), Division of Employment and Rehabilitation Services (DERS), Rehabilitation Services Administration (RSA) has entered into an agreement with GuideSoft Inc. dba Knowledge Services as the Managed Service Provider (MSP) for Vocational Rehabilitation services. By utilizing this contract, RSA intends to increase the opportunities available to Vendors and VR Clients to have access to a continuous network of services and service providers.
The VR program procured a contract for a MSP to provide various disability related services to VR Clients. The ongoing implementation of WIOA has required VR programs to think differently about how services are provided to VR Clients and expand the capability to serve individuals with the most significant disabilities.
As the MSP, Knowledge Services takes on primary responsibilities for sourcing, assignment, and management of selected Vocational Rehabilitation Services and manages the organization’s project/milestone deliverable work and Vendors.
RSA Initiatives And Objectives
Of the procurement methods that were considered, the concept of a Managed Service Provider (MSP) resonated as a solution that would help us meet several key outcomes:
- Contract consolidation
- Streamlining of Vocational Rehabilitation service processes
- Transparency of service provisions
- Centralized invoicing
- Provide VR Clients and Vendors access to an open, continuous and robust network of services and service providers
- Competitive solicitations
- Three or more Vendors involved in each request for authorization (where applicable)
- VR Client has authority in selecting vendor
Steps to Get Started

Step 1: Interested Vendor Form

Once completed, RSA will vet your organization’s submission. To properly complete the form:

The form should be completed once per Vendor organization.

There is not an option to save progress while filling out the form

Step 2: Master Services Agreement
Click here to access the Master Services Agreement (MSA) and Service Specifications for all services
The link above will guide you through the necessary information needed in the MSA. Once the required fields are completed and submitted, the MSA will be sent directly to Knowledge Services.
At the time of MSA submission, you must attach a Certificate of Insurance (COI) as well as a completed, signed W-9 form.

Please submit a COI naming the Client (State of Arizona) as Additional Insured and the Certificate Holder, in accordance with the coverage limits outlined in the MSA document. Failure to do so will prevent your company from being added to the AZVRS program vendor list. Please reference this sample Certificate of Insurance for the standard insurance requirements for the State of Arizona.

Step 3: VRS Vendor Profile Form

In order to provide new VR Clients with the capabilities and contact information of your organization, we must have a completed VRS Vendor Profile Form. Additionally, on this form, please indicate which email address should be utilized for Authorizations to be sent, and if there are additional Points of Contact for your company that the MSA can utilize for communications (outside of clearance emails and authorizations).
Your organization can submit a new VRS Vendor Profile at any time to update the information the MSP has on file. -
Step 4: Vendor Personnel Compliance
Arizona Department of Economic Security (ADES) has transitioned their Central Registry Background Check process to the new Arizona Centralized Background Check (CBC) web portal. Vendors approved to join the MSP Program to provide VR Services will be required to create an Employer Account and link with Knowledge Services (Agency) on the CBC web portal. Vendor Representatives providing direct client services under the MSP Program are required to have an Individual/Personal Account created to submit an Employment Request (Department of Child Safety [DCS] and Arizona Adult Protective Services [APS] Checks) for contract #CTR075483.

Once the CBC Background Check has been initiated, please complete the Vendor Personnel Compliance Form. This form includes the Affirmation of Qualifications, Fingerprint Clearance Card, E-Verify, and if applicable, licensure validation. This form must be completed for each individual (supervisors and vendor representatives) providing direct client services in your organization.

Step 5: Vendor Code of Conduct
